At the 2025 World Artificial Intelligence Conference and High-Level Meeting on Global AI Governance held in Shanghai, China, on July 26, global leaders released a comprehensive Global AI Governance Action Plan to guide the ethical, safe, and inclusive development of artificial intelligence.
The plan positions AI as a transformative tool for human progress while warning of its risks and calling for unified international cooperation. It aligns with the United Nations’ Pact for the Future and Global Digital Compact, aiming to create a sustainable, fair, and secure digital future for all.
The action plan outlines 13 priority areas, including accelerating global digital infrastructure, enhancing AI innovation, supporting industry-wide applications, and advancing sustainable “green AI.” It advocates the reduction of technology barriers, promotes open-source ecosystems, and emphasizes inclusive AI access—especially for countries in the Global South. It also highlights the need for international collaboration to develop high-quality datasets and responsible applications across sectors such as education, healthcare, and agriculture.
AI safety and governance form a critical part of the plan, with calls for global safety frameworks, risk evaluations, and robust data privacy protections. It encourages the deployment of AI in public services while safeguarding intellectual property and personal data. The plan supports establishing mechanisms under the United Nations framework, such as the Independent International Scientific Panel on AI and the Global Dialogue on AI Governance, to coordinate global oversight and ethical standards.
The initiative urges the development of an inclusive, multi-stakeholder governance model, involving governments, academia, tech firms, and civil society. It stresses the importance of international dialogue, capacity-building in developing nations, and boosting public AI literacy—particularly for women and children. With this action plan, Shanghai’s conference has set a significant benchmark for the future of global AI cooperation.
